For finance directors and HR leads

1C/BAS replacement? Move payroll first.

You have to stop using 1C or BAS. Payroll is the hardest and riskiest part to move. So give payroll and HR paperwork to us first. We run it in APEX Cache, our own payroll software. Then you move everything else to a new system, at your own speed.

30 minutes. Free. No obligation.

Who this is for

For companies in Ukraine that still pay salaries with 1C or BAS.
Ukrainian companies

You still run payroll in 1C or BAS

Your salaries, staff files and reports are in one old program. That program is now on the government’s list of software banned from use.

International groups

Your owner is abroad

Your head office, auditor or bank has asked about 1C or BAS. They also want payroll reports they can read, in English or German.

Already moving

Your new system is being set up

Payroll turned out to be the hardest part. We can take it over at any point, even halfway through.

Still choosing

You have not picked a new system yet

Pick the system that is best for accounting. Payroll should not make that choice for you.

Complex staff

You have reserved staff, ФОП or ЦПХ

Reservation (бронювання) checks, contractors and several salary banks. A normal payroll module rarely handles all of this well.

Small finance team

One person knows all your payroll

That person is needed for the move. When payroll comes to us, they have time to help.

Not for

Companies that only want to buy payroll software and run it themselves. We do the payroll and HR paperwork for you. You check and approve the results.

APEX Cache was built to fill the gaps in 1C and BAS

We built APEX Cache in 2010 because 1C and BAS did not do everything Ukrainian payroll needs. Companies filled the gaps with add-ons, Excel and extra work by hand. When 1C and BAS go, those fixes go too. Many new accounting systems have an even weaker payroll module. So the gaps get bigger, and so does the risk of fines and late salaries.

The bridge

APEX Cache is the bridge from 1C/BAS to your new system

Payroll leaves 1C or BAS once. Then you change the rest of your accounting when you are ready. Salaries are paid on time the whole way.
Today

1C or BAS

Your payroll and staff history.

  • We read the data straight from the database
  • We check it against the reports you filed
  • Average pay, leave, indexation and years of service are kept
From the first checked month

APEX Cache, run by APEX AV

We do payroll, HR paperwork and reports in our own software. Our penalty clause covers our work.

  • Made for Ukrainian payroll since 2010
  • Not on the list of banned software
  • Updated by our own developers

Until your new system is ready, we send payroll entries back to 1C or BAS in a format it already reads.

Leave payroll out of the move. Save time and money.

A 1C/BAS replacement without payroll is a smaller project. It has fewer jobs, fewer people and fewer tests. That makes it faster and cheaper.

Time

Your new system can go live sooner

Setting up and testing payroll is often the slowest part of the project.

Money

Less spent on consultants

You do not pay anyone to set up and test Ukrainian payroll in the new system. You may need fewer user licences.

People

Your payroll accountant is free

The person who knows your payroll helps with the rest of the move instead of testing payroll.

One move

Payroll moves only once

If you change systems again later, payroll stays where it is.

Risk

Salaries on time, all project long

While the new system is being set up, people get paid on their usual days.

Price

You know the price up front

The monthly fee depends on how many employees you have. The move from 1C or BAS is priced separately, before we start.

Our promise in the contract

If our payroll mistake leads to a fine, we pay it

This is a normal part of our contract. It covers fines, extra tax, interest and surcharges caused by our calculation, our report or a deadline we missed. It does not cover wrong data you sent us, advice of ours you did not follow, or how you choose to hire contractors.

We go through this clause with you at the first meeting, before we talk about price.

Four simple steps

Nothing switches until you have seen that the numbers match.
01

We copy and check your 1C/BAS data

We take payroll and staff data out of your database. We check it against the reports you already filed.

You get our findings in writing
02

We test one month side by side

Your old program and APEX Cache pay the same month. We compare every employee and explain every difference.

You see both results
03

Payroll moves to APEX Cache

Only after you say yes. While you still use 1C or BAS, we send payroll entries back to it.

The penalty clause starts here
04

Your new accounting system goes live

When you are ready, we connect APEX Cache to it. Pay days, history and reports stay the same.

Payroll never moves again

Questions people ask us

We have not picked a new system yet. Is it too early?

No. It is the best time. Payroll leaves 1C or BAS first. We keep sending entries to your current system until the new one is ready. Later, only the connection changes.

Which accounting systems can APEX Cache connect to?

Any system that can import a file or has an API. We send entries, cost centres and accruals, and we test the connection in the test month.

Salaries go straight to your banks. Ten Ukrainian banks are connected, and other banks get a file in the National Bank format.

Why not use the payroll module in our new system?

Sometimes that works. First, ask the vendor five questions. Does it check reservation salaries every month? Can it keep employees, ЦПХ and ФОП together? How will it use our old 1C history for average pay and indexation? Who updates it when the law changes? Who pays if a report is wrong?

If you get clear answers in writing, you may not need us.

Are 1C and BAS banned?

They are on the government’s List of software and network equipment banned from use (Перелік забороненого до використання програмного забезпечення та комунікаційного (мережевого) обладнання). State bodies and critical infrastructure must stop using them.

Private companies do not face a fine yet, because the law with fines failed its first vote on 30 June 2026. Banks, auditors, tenders and parent companies already ask about it.

Will we still see our payroll data?

Yes. Every month you get payroll sheets, cost reports and data exports. Your history and filed reports stay yours. If you ever take payroll back, the contract says how we hand over the data.

What does it cost?

You pay a monthly fee based on the number of employees. The move from 1C or BAS is priced separately, and you know the price before we start.
